SALARY RANGE: $20.00-$27.00/hour, 40 hrs/week, non-exempt
Candidate offers consider experience, qualifications, and internal equity.
Entry salary typically in the first third of the range.

POSITION SUMMARY: The Property Manager is responsible for managing all 29 Lydia Place owned rental units which include Gladstone House, Bell Tower, Baker Place, A Place for Dads, and Heart House, ensuring all tenants have access to safe and fair housing.

  • Demonstrated experience equivalent to 4 years of experience in low-income housing services and/or property management including; 
  • Knowledge and experience working in property management and of landlord/tenant laws and fair housing laws 
  • Experience working with a diverse groups of people 
  • Basic knowledge of housing and support resources for low-income families in Whatcom County 
  • Proficiency with word processing, Microsoft Office programs, and cloud-based internet software 
  • Completion of background investigation that includes social security verification, professional reference checks, and a federal criminal background investigation.  
  • Valid driver’s license, access to a vehicle and proof of insurance required 
  • Proficiency in Spanish, Russian, or Sign Language preferred 

Due to Washington State mandate, all Lydia Place employees and volunteers are required to have full COVID-19 vaccination and ability to furnish proof of such by first day of work for continued employment. Exceptions for individuals with a medical reason or bone fide religious belief will be reviewed and determined by Lydia Place Directors.

  • Conduct application screenings and determinations, prepare legal lease documents and related paperwork, complete lease signings for Baker Place, Gladstone House, Bell Tower, A Place For Dads, and Heart House 
  • Complete and coordinate move-out/unit turns, coordinate repair and cleaning with internal and external vendors, complete dispositions and refund deposits or invoice clients accordingly 
  • Enforce lease guidelines, supply and follow-up on lease violation notices; triage tenant issues and complaints 
  • Receive and Input rents, follow-up on missed rental payments, issuing notices if necessary 
  • Supervise property management related volunteer staff 
  • Oversee all property grounds upkeep; receive maintenance requests and coordinate with Facilities and Capital Projects Manager to complete all maintenance needs in accordance with Washington State Landlord/Tenant laws 
  • Conduct quarterly inspections and monthly property walks; complete meth contamination testing upon move-in, move-out, and as otherwise required 
  • Act as liaison with DVSAS for issues and property needs related to the Baker Place property 
  • Manage Bellingham Housing Authority account regarding units with Section 8 vouchers; coordinate paperwork and HQS inspections, receive rent payments, and access/input info into BHA landlord portal as needed 
  • Process Reasonable Accommodation/Modification requests and make decisions for accommodation in accordance with Fair Housing and ADA laws 
  • Ensure Lydia Place is compliant with all Landlord/Tenant, Fair Housing, ADA, and local City laws related to property management; communicate with and seek legal counsel from Lydia Place attorney as necessary 


  • Maintain accurate and timely documentation including entering all tenants, rents, and maintenance requests into Rentec Direct software  
  • Fulfill all duties as a mandated reporter of child abuse or child neglect to DCFS 
  • Maintain client confidentiality in all circumstances except those required by law 
  • Participate in bi-weekly supervision and Team Meetings 
  • Communicate effectively with clients, colleagues, supervisors, and community partners 
  • Represent Lydia Place at designated community meetings and through public presentations as assigned; preserve positive relationships with providers in the community 
  • Act as back-up staff for the on-call rotation 
  • Additional duties as assigned
